Residential Mobile Home Sites


Residential mobile home sites also known as park home sites must be licensed under the Mobile Homes (Wales) Act 2013. Mixed sites with both residential and holiday homes must also be licensed under the Act, for the holiday and touring caravan part of the site the previous licence under the Caravan Sites and Control of Development Act 1960 will continue to apply. Planning permission for residential caravans will need to be in place first before a licence can be issued.

Application 
The site owner or manager will need to be a ‘fit and proper’ person to hold a licence. This is included in the application form. Where there is a change in owner or manager this should be updated and a new application made as applicable.

There is a fee for a licence and the fees policy is available for reference.

Licence Conditions
Conditions are attached to licences and if site licence conditions are not complied with, enforcement action can be taken.
Site Licence conditions are designed to protect the health, safety and welfare of residents and covers aspects such as distances between mobile homes, lighting and site roads as examples.
The Site Licence Conditions are based on the Model Standards 2008 for Caravan Sites in Wales and are a condition of the Licence.

Site Rules
Site rules are not compulsory but where a site has rules they must be in accordance with The Mobile Homes (Site Rules)(Wales) Regulations 2014 which detail the procedure that a site owner must use when making, varying or deleting a site rule. They establish the process for consulting on proposed changes, grant appeal rights and require local authorities to keep and publish a register of site rules for sites in their area.
