Workplace recycling is changing

It is the law for all businesses, charities and public sector organisations to sort their waste for recycling.

It applies to all waste and recycling collectors and processors who manage household-like waste from workplaces.

The Welsh Government introduced this law to improve the quality and quantity of how we collect and separate waste.

How it works

  • Bring your trade waste to our Greenfield Recycling Centre
  • We will record what you bring
  • Our finance team will send you an invoice for the waste recycled

Please note: Black bin residual waste (household or trade) cannot be disposed of as part of a trade waste subscription and will not be accepted for disposal at site

Annual subscription charge

Once you have your permit, you can pay an annual subscription of £120 to dispose of household-like recyclable items:

Asbestos

Must be in red bags. These can be collected from Flintshire Connects centres using your booking reference.

(double bagged, max 5 bags, can only be disposed of during weekdays)

WARNING:

Asbestos must never be broken up, cut, sanded or drilled, as this releases highly irritant airborne fibres which are hazardous if inhaled.

Standard dust masks will not protect you from Asbestos fibres.

New Compost Trade Purchase

Compost is now available for businesses to purchase from the Flintshire County Council composting site in Greenfield.  Companies can purchase and collect as a one off or arrange a regular collection.  Discounted prices are available for larger quantities.

Terms and conditions of Trade waste charging & disposal

  1. Commercial, Industrial, Business or Trade Waste is the type of waste produced by tradespeople, contractors or labourers working at residential or business premises.  This includes landlords disposing of waste from rental properties, or waste that entails payment for disposal.  This type of waste requires a “waste carriers licence” and subject to “Duty of Care”.
  2. The introduction of the trade disposal service at Greenfield Household Recycling Centre is to support local traders to dispose of their waste and recycling correctly and comply with Welsh Government legislation.
  3. All trade waste and recycling must be disposed of at our Greenfield Household Recycling Centre, opening days Thursday – Monday 9am – 5pm. Greenfield Business Park No2, Greenfield, CH8 7GJ.
  4. Bookings are not required for the disposal of trade waste and recycling disposal, however all traders will be subject to the relevant checks on arrival to ensure materials and weights are recorded correctly.
  5. A site operative will check all materials and load size and confirm what will be charged. All traders must sign their agreement before disposing of materials.  Once signed and disposed of this charge is final and non-negotiable.
  6. Traders can sign up to an annual subscription to dispose of unlimited commonly recycled materials including; paper and card, comingled plastics, metals and cartons, food waste and glass. The subscription fee has an annual charge of £120 which should be paid upon receipt of permit and invoice. 
  7. Traders wishing to use the site must hold a valid Waste Carries Licence which will be subject to checks upon application. We ask that traders have their waste carriers licence available upon request on site. 
  8. Traders wishing to use the site must present a Waste Transfer Note (WTN) with waste at point of disposal, waste will not be accepted without one. An annual or “multi-trip” WTN can be arranged upon request via kerbsiderecycling@flintshire.gov.uk. Copies of WTN should be kept for at least 2 years. It is illegal to collect, or have waste collected, without a valid waste transfer documentation in place for both parties.
  9. Traders will receive a blank template WTN upon receiving permit application approval. There is no standard WTN format but we recommend using the .gov format.
  10. Invoices will be sent retrospectively to invoice details provided, traders must pay the full amount within 10 working days of receiving the invoice.
  11. The type of vehicle may dictate whether a permit is given or not. The below vehicles will not be eligible for a trade permit
    • Large box vans
    • Large goods vehicles 
    • Heavy good vehicles 
    • Tipper vehicles
    • Flatbed vehicles
    • Large vans (XLWB; LWB) 
    • Vans with high roof elevations (over 7ft)
    • Trailers longer than 6.6 feet or 2 metres
    • Boxed trailers / trailers with extended side panels / modified trailers
    • Trailers with access ramps
    • Minibus (with internal fixtures removed)
    • Camper vans and motor homes (with internal fixtures removed)
    • Agricultural vehicles 
    • Horse boxes / trailers 
  12. A “load” refers to a full load of mixed or single stream materials e.g. a full trailer (max 6.6ft) or cab are equal to a load. Loads will be broken down into full, half and quarter loads for each material stream, costs are reflective of load size and average weight for material streams. All traders must sign their agreement before disposing of materials.  Once signed and disposed of this charge is final and non-negotiable.
  13. All materials must be pre-sorted and separated before being placed into the correct material stream on site. 
  14. Traders can dispose of several items free of charge, including:
    • Scrap metal
    • Used motor / car batteries and accumulators
    • Furniture for reuse
  15. Waste and recycling materials accepted via the pay-as-you- go charges include:
    • CRT (visual display equipment) £10 per item 
    • Discarded electrical equipment LDA £10 per item 
    • Discarded electrical equipment SDA £10 per item 
    • Discarded WEEE fridges £10 per item 
    • Used mattresses for recycling £10 per item
    • Tyres £10 per tyre - Fire extinguishers £10 per item

  16. There are restrictions around the disposal of Asbestos due to its hazardous nature, these include:
    • A restriction on the size of waste coming in. Asbestos will only be accepted if double bagged and the waste fits into the red/clear bag provided. Bags can be collected in advance from a Connects Centre.
    • A restriction is in place for the amount of waste coming in. Only five red bags full will be accepted in one booking.- Only one deposit per year is permitted.
    • Disposal is restricted to weekday only.

  17. A list of charges for the current financial year will be published on the Council’s website. Charges for listed materials are subject to review at the Councils discretion. 
  18. Listed materials are subject to review at the Councils discretion. 
  19. Any wastes brought to site will be subject to routine inspection by site operatives and/or any authorised Officer of the Authority or a Regulatory Body.  Visitors to site may be asked to open sacks or containers to check contents. 
  20. Materials brought to site must be separated and placed in the correct skip or container.  If unsure, please seek advice from a staff member.
  21. Users of the Household Recycling Centres must comply with the instructions given by the operatives on site, health and safety law and guidelines, any signage, speed limits, and specified waste sorting and segregation policy.
  22. The Council will have the right to reject any person from a Household Recycling Centre if it suspects they have contravened any of the conditions highlighted within the Household Recycling Centre Policy.

There are no exceptions to these terms and conditions.

Your data will be processed by Flintshire County Council as part of our public task for the specific purposes of administering and processing your registration for Trade Waste disposal under the Environmental Protection Act 1990.

Flintshire County Council will retain information until the service is superseded + 1 year.

Flintshire County Council will not share your data with any other organisation.
