Place Making is a process that aims to set a vision for the future and identify a range of activities that would benefit the place, local people and local organisations. Information gathered through a Place Making process will be used to inform the development of future priorities for the area which are detailed in a plan for a defined area such as a town centre (or sometimes part of a larger town/city).
The plan will provide a strategic overview of the change that will be needed over the next 5-10 years. Through having Place Making Plans, the Welsh Government hopes that local authorities & their partners achieve a more co-ordinated approach to working together, identify opportunities for investment, improve the area for local residents, businesses & visitors, amongst a range of other positive outcomes.
Flintshire County Council’s Cabinet (Council’s decision-making body made up of local elected members) has decided that the work should be phased in light of the resources available and time needed to produce plans for the 7 main towns of Flintshire. Buckley, Holywell and Shotton were agreed to be part of tranche 1 of Place Making Plan activity in Flintshire, work that was started in 2023.
Work on developing Place Making Plans for tranche 2, focusing on Connah’s Quay and Queensferry will begin in February 2024 with tranche 3 comprising Flint and Mold to follow later in 2024/25. Digital consultation will happen for all remaining towns during February and March 2024, but development of the plans will be completed one at a time over the next 18 months.
Two consultation exercises will be undertaken for each plan; one at the outset to collect views on the needs of the town and a second one to provide stakeholders with the opportunity to review the draft plan.
Between February and June 2023 Buckley, Holywell and Shotton residents were invited to get involved in a variety of different ways including online and at face to face drop in events.
