Car Parking Strategy

At its meeting on Tuesday 18 July, Cabinet will be asked to approve a series of proposals relating to the County’s car parking strategy. The proposals relate to three towns: Flint, Buckley and Holywell and approval is sought as follows: 1. The phased roll out for implementing the Flint Car Parking Strategy – car parking charges were not introduced in Flint during the initial redevelopment work in the town and there is now a plan for phased introduction of charges in the town as the development work comes to an end. In addition, proposals for additional on-street parking restrictions and plans to move the Church Street cycleway to an adjacent street to allow for additional short stay, on-street, free parking, will be subject to an informal consultation process. 2. A request for Buckley and Holywell Town Councils to undertake informal consultation to establish their position on a formal review of the pedestrian zones currently in place in the two town centres. While these areas provide shoppers with a safe and unobstructed shopping experience, it has been suggested that they can have a negative effective for businesses on those streets as shoppers cannot quickly visit and collect items. 3. The inclusion of Well Street car park into the Holywell car parking strategy – to add a further 50 parking spaces in the town. Flintshire County Councils Cabinet Member for Streetscene and Countryside, Councillor Carolyn Thomas, said: “The Council’s car parking strategy was introduced to improve the vibrancy and vitality of town centres through effective car park management and we are proposing some changes and additions to this strategy. We will be consulting on all of the proposals with local Council members, Town Councils, residents and businesses before any changes are made.”
