Annual Performance Report

Cabinet members will receive the Annual Performance Report which considers progress made against the Council Priorities detailed in the Flintshire County Council Reporting Measures 2022/23 when they meet on Tuesday 18 July.

The Report is intended to provide the public and wider stakeholders with an assessment of the Council’s previous year’s performance which is a statutory requirement under the Well-being of Future Generations (Wales) Act 2015 and the Local Government and Elections (Wales) Act 2021.

The Council has much to celebrate in reporting progress made against the Council Priorities, including: 

• ‘In-year’ Council Tax collection levels for 2022/23 were 97.4%;

• 16 sheltered community centres and 35 local groups supported to deliver Croeso Cynnes (Warm Welcome) from November 2022 to March 2023;

• Resettlement of 280 Ukrainians within Flintshire with the second highest move-on rate across the whole of Wales;

• 55 primary schools have engaged in the Early Language and Communication training and have accessed toolkits for free to support delivery of the intervention to learners;

• 217 Carelink alarms and 73 telecare alarms installed to support people to live independently in their own homes;

• Number of Micro-carers has increased with an additional 11 people delivering services in the county;

• 26 apprentices across 14 disciplines were appointed and commenced work in September 2022;

• £330,024 DHP allocation and additional Government funding spent supporting households with additional payments to assist with rent due to impact of the cost-of-living rising costs.

Leader of the Council, Councillor Ian Roberts, said:

“The 2022/23 Annual Performance Report is testament to the hard work and dedication of our workforce.  

As services move to business as usual following the global pandemic, we continue to make good progress against our Council Priorities and services continue to serve our local communities well. 

I am pleased that throughout a challenging financial year and a period of recovery from the Covid pandemic we have performed well.  

Our performance against the Council Plan measures is positive overall with 62% of the performance indicators meeting or exceeding target for the year.  The report presents a comprehensive assessment of our performance against the Council Priorities”.
