The Well-Being of Future Generations (Wales) Act 2015 (the ‘Act’) places a duty on specified public bodies to work together, under a Public Services Board, to improve local well-being in their area, supporting the achievement of the seven well-being goals for Wales.

The Act also requires Public Services Boards to periodically prepare and publish an assessment of the economic, social, environmental and cultural well-being of its area. The most recent Assessment of Well-being in Flintshire was published in May 2022 and we are now using this to inform the next Well-being Plan 2023 to 2028, which will set out objectives for improving local well-being

The Public Services Board has drafted its Well-being Plan 2023 to 2028 Consultation document and is now seeking comments ahead of publishing the final version.

The Well-Being of Future Generations Act (Wales) 2015 is a new piece of challenging legislation promoted by the Welsh Government. This ground-breaking legislation aims to improve further the social, economic, environmental and cultural well-being of Wales now and for the longer-term. 

The Act is underpinned by seven ‘well-being’ goals:

• A prosperous Wales
• A resilient Wales
• A healthier Wales
• A more equal Wales
• A Wales of cohesive communities
• A Wales of vibrant culture and thriving Welsh Language
• A globally responsible Wales

Public sector partners need to work together to achieve these goals.

Flintshire Public Services Board is pleased to present the “Well-being Plan for Flintshire 2017 – 2023”. 

The Plan supports both the well-being goals and the sustainable development principles and demonstrates how they have been incorporated into the priorities.

We trust that the Plan both informs and inspires. Flintshire is a high performing County with a positive future. Together the PSB through partnership working can continue to make a positive difference both today and in the future.

A Well-being Plan for Flintshire, 2017 - 2023

The Assessment provides a contemporary picture of life and well-being in Flintshire. The themes included in the assessment will be things that matter to you:

The Flintshire PSB is made up of senior leaders from a number of public and voluntary organisations. The Board has a membership made up of both statutory members (i.e. prescribed by law) and invited members as listed below. The statutory members are shown with an *

Together these organisations are responsible for developing and managing the Well-being Plan for Flintshire.

The primary purpose of the Board is to protect, sustain and improve the economic, social, environmental and cultural well-being of Flintshire through collaborative working as a single public service.

The Flintshire PSB has five principal roles:

• To discharge the duties of a PSB including producing and working to a Local Well-Being Plan;
• To identify and prioritise the contemporary challenges where collective leadership and problem-solving is called for, and common issues as both providers or services and as employers where collective action is called for;
• To ensure consistent and effective governance and performance across the strategic partnership which supports the PSB;
• To promote collaboration in the design and provision of local public services and to make best economic use of local partners and resources in the fulfilment of common aims and priorities; and
• To promote and maintain effective and trusting partnership relationships amongst local public service leaders in support of the above roles

The principal activities of the PSB are:

• To prepare and publish an assessment of the state of economic, social, environmental and cultural well-being of Flintshire;
• To prepare and publish a Local Well-being Plan for Flintshire setting out local objectives and the steps the PSB propose to take to meet them;
• To continue to performance manage the adopted priority work-streams of the Board in pursuit if the outcomes they aspire to;
• To oversee the complementary performance and contribution of the local strategic partnerships; and
• To prepare and publish an annual report that sets out the Board’s progress in meeting their aims and objectives

In fulfilling its roles and activities the Board will contribute to the seven national ‘Well-Being’ goals:

• a prosperous Wales
• a resilient Wales
• a healthier Wales
• a more equal Wales
• a Wales of cohesive communities
• a Wales of vibrant culture and thriving Welsh language
• a globally responsible Wales

Sustainable development is an under-pinning principle of the PSB. This means thinking, planning and acting in a way where the needs of the present are met without compromising the future and limiting the opportunities for the generations that will follow. When making decisions the Board will think, plan and act for the long-term, preventatively, through integration and collaboration, and by being inclusive and involving.

Whilst the Flintshire PSB realise that there is much that could be done to add value to public service and to the communities of Flintshire they have identified and agreed a number of priorities that support the seven goals of the Well-Being of Future Generations (Wales) Act. These are:

• Community Safety
• Economy and Skills
• Environment
• Healthy and independent Living
• Resilient Communities

These priorities have been chosen as the themes where the PSB can add most value and make a positive and lasting difference. Working together to make an impact in these priorities is the collective aim of the Flintshire PSB, realising that no single organisation can achieve on their own; the partner organisations represented on the PSB can collectively make a positive difference for the people who live, visit and work in Flintshire.
