Learning and Development


We want our employees  to enjoy their work and feel they have all the skills they need to do their job to the best of their ability. So we offer a range of  Learning and Development opportunities and regularly assess employee’s development needs to ensure everyone has the support to achieve their potential.

Training Opportunities

The Learning and Development team at Flintshire are working in partnership with Coleg Cambria and other training providers, to support our employees’ personal and professional development.

We currently offer a wide range of courses, ranging from one day refresher sessions to recognised management qualifications.

In partnership with Coleg Cambria, Flintshire County Council offer fully funded Leadership and Management development programmes, leading to nationally recognised qualifications. We provide different levels of qualifications, depending on the role and development needs.

We offer NVQ’s, from Level 1 to Level 5 of the National Framework where employees are assessed in the workplace through observation of performance, evaluation of evidence and questioning.

We provide a range of customer service programmes leading to recognised qualifications, team development opportunities, equality and diversity workshops and training programmes, Welsh language training for work and business purposes or for personal reasons, first aid and manual handling programmes to ensure health and safety requirements are met.

We also offer further one day workshops to enhance our employee’s skills including presentation skills, managing your time, succeeding at interview and so on.

Appraisal Process

The Employee Appraisal process forms part of FCC’s overall Performance Management System, and links through to Flintshire’ behavioural competencies. This provides a framework to ensure appropriate and effective training and development for all staff to meet both their personal needs and the needs of the Council.

FCC views appraisal as a developmental process and its key objectives for appraisal are:

  • Reviewing performance
  • Identifying strengths and areas for improvement or development/training
  • Identifying development/training needs and appropriate actions
  • Formulation of Personal Development Plans
  • Discussing and setting future objectives
  • Allow employees a clear line of sight between their performance goals and those of the Council
