High hedge complaints
The Council has powers under Part 8 of the Anti-social Behaviour Act 2003 to adjudicate on the height of evergreen and semi-evergreen hedges following the submission of a valid complaint. The Act only covers hedges which meet the criteria set out in the legislation and the council cannot become involved in disputes over the height of trees or hedges that are outside its scope.
Resolving disputes
If you are concerned about a high hedge please read the following leaflet published by the Office of the Deputy Prime Minister (ODPM) - Over the Garden Hedge. This leaflet explains how to settle your hedge differences without involving the Council and this process must be attempted before a complaint can be made.
To remain impartial in the complaints process the Council does not offer advice or assistance to a person intending to make a complaint.
Making a complaint
Please download, print and complete the High Hedge complaint form after reading the guidance notes.
There is a charge of £320 to investigate a high hedge complaint (this fee is reduced to £160 if the complainant is registered disabled, a senior citizen or on state benefit).
Please send your completed complaint form along with the fee (cheques payable to Flintshire County Council) to Planning Services, Flintshire County Council, County Hall, Mold, CH7 6NB. Or alternatively deliver it by hand to Ty Dewi Sant, St. Davids Park, Ewloe.
