Welsh Government privacy notices for the Children receiving care and support census

Under Social Services and Well-being (Wales) Act 2016 local authorities (LAs) are required to provide a subset of the information they hold on children receiving care and support services, including those looked after, to the Welsh Government (WG).

WG will use this to monitor local authority performance and to conduct wider research and analysis including, for example, policy development and development of best practice.

This subset is specified by WG on an annual basis, and takes the form of a series of extracts of individual level data (with names removed), termed “the Children Receiving Care and Support census” and the “WG Children Looked After Collection (CLA).”

The Children receiving care and support/CLA subset includes the unique pupil number (UPN) for each child where it is available. Access to the UPN for children receiving care and support allows WG to link to educational records and assess information on the educational characteristics and attainment of these children.

In linking the data, WG will not access the child’s name included in the education data when processing or analysing data from the subset, and nor will WG use the identifiable information to either take any action in relation to any individual child or to identify any individual child in any report.
